GSA OASIS+ Contract: How to Compete for Professional Services
OASIS+ (One Acquisition Solution for Integrated Services Plus) is GSA's flagship contract for professional services. It replaced the original OASIS contract and expanded the program to include large businesses, small businesses, and small business set-aside pools. OASIS+ is a GWAC for complex, multi-disciplinary professional services — including management consulting, program management, logistics, and technical engineering — that exceed what a standard GSA Schedule can accommodate.
OASIS+ Pool Structure
OASIS+ is organized into multiple pools aligned with NAICS codes. The pools include: (1) Unrestricted (UR) — open to all businesses meeting size standards; (2) Small Business (SB); (3) 8(a); (4) WOSB; (5) HUBZone; (6) SDVOSB. Firms can apply to multiple pools for which they qualify. Agencies then issue solicitations against specific pools, and OASIS+ holders within that pool compete. The structure allows agencies to direct set-aside work to socioeconomic categories while accessing a pre-qualified professional services vendor pool.
The Scope of Work OASIS+ Covers
OASIS+ spans a broad range of professional and technical services: program/project management, management consulting, business consulting, logistics, operations research, auditing, financial management, engineering, scientific, and more. A single OASIS+ task order can combine multiple disciplines. This is the key differentiator from the GSA MAS — OASIS+ is designed for complex, integrated requirements where a prime contractor must coordinate multiple professional specialties.

Competing for OASIS+ vs. GSA Schedule
Entry into OASIS+ is competitive — you must respond to a formal RFP and demonstrate specific technical, management, and past performance credentials. Unlike the GSA Schedule, there is no continuous open enrollment. OASIS+ solicitations open periodically, and on-ramps may be offered to expand the vendor pool. If your firm does not have OASIS+, you may be able to compete as a subcontractor or teaming partner to a prime OASIS+ holder — a common strategy for firms building toward their own OASIS+ contract.
