What Is SAM.gov Registration? GSA Contractor Requirements

SAM.gov — the System for Award Management — is the mandatory federal contractor registration portal. Every entity that wants to do business with the federal government, receive a federal grant, or apply for a GSA Schedule must have an active SAM.gov registration. It replaced the old Central Contractor Registration (CCR) system and DUNS number infrastructure in 2022, when all registrations transitioned to the Unique Entity Identifier (UEI) system managed by SAM.gov.

What Changed When SAM.gov Replaced CCR/DUNS

Until April 2022, federal contractors used a DUNS number (Dun & Bradstreet's proprietary identifier) as their primary identifier in the federal system. GSA, in coordination with other agencies, replaced DUNS with the Unique Entity Identifier (UEI) — a 12-character alphanumeric code assigned directly by SAM.gov without requiring a separate Dun & Bradstreet relationship. Existing registrants received their UEI automatically when the system transitioned. New registrants receive their UEI as part of the SAM.gov registration process.

The practical impact: if you are a new vendor, you no longer need a separate DUNS number from Dun & Bradstreet. Your UEI comes from SAM.gov directly, at no cost, as part of standard registration. Any vendor guidance that still references DUNS numbers is outdated — the UEI is the current system.

How to Register in SAM.gov

Registration is free and begins at sam.gov. Create a login.gov account first — SAM.gov uses login.gov for authentication. Then start a new entity registration and enter your business information: legal name, physical address, Tax Identification Number (TIN or EIN), NAICS codes representing your business activities, and banking information for electronic funds transfer. The system submits your entity information for validation, which takes 3 to 5 business days under normal conditions.

After validation, you complete your representations and certifications under FAR 52.212-3. These include certifications about your business size (small business, large business), ownership structure (veteran-owned, woman-owned, HUBZone, 8(a) status), debarment status, compliance with environmental regulations, and dozens of other standards. Inaccurate certifications are not a minor compliance matter — false statements in SAM.gov can expose you to False Claims Act liability.

The Annual Renewal Requirement

SAM.gov registrations expire exactly one year from the date they were last renewed. They do not automatically renew. You must log in, review and update your registration if any information has changed, and complete a renewal action before the expiration date. An expired registration suspends your ability to receive federal contract payments — GSA and other agencies will hold payments until your registration is active again. It also prevents new contract awards during the expired period.

Build SAM.gov renewal into your compliance calendar 60 days before your expiration date. If there are entity validation issues — address changes, banking updates, ownership changes — the validation process takes additional time. Waiting until two weeks before expiration risks lapses if anything goes wrong with the renewal.

What SAM.gov Controls Beyond Registration

Your SAM.gov registration is the foundation of your federal contractor identity. It feeds information to GSA Advantage!, USASpending.gov, and the federal payment system. Your NAICS codes in SAM.gov determine which small business size standards apply to you. Your certifications determine which set-asides you qualify for. Your banking information determines where contract payments go. Keeping SAM.gov accurate and current is not just a registration task — it is an ongoing compliance obligation that affects every aspect of your federal business.
